    Depends on the level of awareness between you two really. if you like someone and watch them from a distance then id say you at least need to set a base first. Walkin up to someone with little knowledge of your existance and telling outright can be offputting at times. however if you both talk and know each other ya. Tell him. no harm is gonna be done. The only risk you take when revealing feelings towards a friend, is if your close, it could cause a bit of awkward turmoil in the friendship. :)
